We urge our area neighbors to put efforts into making the nuclear test situation solvable.
All countries in the world kept their eyes on North Korea, yet North Korea tried a nuclear test after all. On Oct. 9th, the Joseon Central News Agency reported that 'A Nuclear test was successfully conducted.'
We had already warned North Korea that 'nuclear test enforcement' cannot solve any problems and instead, would lead the situation to uncontrollable emergency.
However, North Korea declared its 'nuclear test plan' on Oct. 3rd. We express our serious regret that this nuclear test took place.
First of all, we will never accept any kind of nuclear weapon on the Korean peninsula.
This includes weapons of North Korea, South Korea, United States, and any other countries without any exception. If The North Korean government wants to secure its community system and keep its national will by the means of a violent 'nuclear deterrent force,' it is clearly opposed to the Korean people and global society's will for non-nuclearization of The Korean peninsula.
Additionally, the probability that North Korea can practically attain 'the ability of national self-defence' against United States by the nuclear weapon is doubtful. Most of all, North Korea's movement can be defined as an antinomic action of holding the peace of the entire Korean peninsula in order to secure its governmental system.
In October 3rd, North Korea’s Foreign Ministry spokesman declared their standpoint: that North Korea would realize the de-nuclearization of the Korean peninsula by conversation and negotiation;
additionally, North Korea also had a strong will to attain de-nuclearization.
In this aspect, The North Korean government must not take actions, which lead to qualitatively a different situation that would spill over into the entire world. North Korea must carry out what they said at the open-declaration practically.
Likewise, we express our grave concern that the Korean government and related government authorities not to take a ‘lean to one side policy’ to enforce additional restraints on North Korea.
In particular, we urge The Bush administration to converse the oppression policy, and try to reconvene real talks with North Korea.
It can be shown that the nuclear test was North Korea’s last card in the standoff, which has originated from ‘the oppression policy’ of the Bush administration.
Accordingly, if The United States and Japan enforce additional restraints toward North Korea again; then, it would be very doubtful whether The United States has a will to solve the North Korea issues or not.
Hence, if the Bush administration has a will to solve this nuclear problem, they have to recognize their failures and try to come up with serious conversation with North Korea.
Otherwise, the suspicion that The United States tries to plan the military expansion through North Korea nuclear issue by the means of Missile Defense and the reliance with Japan and Korea would be aggravated. Further, if the situation goes beyond its control, The Bush administration has to take responsibility for the uncontrollable condition.
The Korean government has to cope with this situation calmly and consistently.
At this moment, the pressing need for our country is to converse 'the North Korea Policy' and restrain North Korea at the same time. We wouldn’t be swept along with the North Korea policy of the United States, because it won't be helpful to overcome the situation. Thus, we must not enforce additional restraints such as discontinuance of International Free Economic Zone in Gye-sung or cancellation of Kum-Kang Mountain tourism. Moreover, Korea administration shouldn’t be restricted by The United States and have to persuade North Korea to reconvene the talks.
The Peaceful settlement of the nuclear issue and de-nuclearization of the Korean peninsula are the uncompromising principles.
We have no other choice to save our nation. Lamentably, some politicians try to make ill use of the nuclear test issue as a competitive instrument to satisfy their self-interests. They would be regarded as traitors of our nation. We emphasize repeatedly that this is the time that we have to gather our intelligence to reverse this bad situation to a good opportunity.
It is clear that the Korean government authorities and civil societies must not instigate and participate the additional restraint or any counteraction, which will damage the principle of 'peaceful settlement of nuclear problem' and 'de-nuclearization of the Korean peninsula.'
In any occasion, it is not acceptable to enforce any military action, or corresponding management. It might be a tough and narrow way to solve the problem with peaceful diplomatic measures; however, it is the only choice our country can choose to save our nation.
